John joined BBM in 2025 following a distinguished 36-year career in law enforcement, retiring as a Deputy Chief and Chief Information Officer of the Los Angeles Police Department. 

 

As CIO, John led one of the most ambitious modernization efforts in municipal policing, transforming LAPD’s digital infrastructure to meet the demands of 21st-century public safety. He drove modernization of the department’s Computer Aided Dispatch System, and led a revamp of the crime analysis process using state-of-the-art data integration tools. He also spearheaded the development of a cloud-native Records Management System (RMS) with a fully integrated iOS component, delivering true mobility and enabling officers to access, capture, and manage mission-critical data directly from the field and away from the car. This mobile-first architecture not only streamlined workflows but also elevated situational awareness, accountability, and real-time decision-making across the department.  In deploying thousands of Apple iPhones to the LAPD, John was able to bring priority and preemption to the LAPD to ensure reliable communications during disasters and large-scale events.

 

John is an active member of the Real Time Crime Center Association and has been a leading voice in the push for interoperability and transparency in law enforcement technology. He consistently advocates for the responsible and open sharing of complete Application Programming Interfaces (APIs) to help eliminate data silos and promote seamless integration across platforms. His stance reflects a deep understanding of how fragmented systems undermine situational awareness, investigative efficiency, and officer safety. By championing open architecture and cross-system connectivity, John has helped agencies partner with private sector innovators to unlock the full potential of real-time data, analytics, and collaborative response.

 

John is a nationally recognized Use of Force expert, regularly consulted by chiefs of police, prosecutors, and oversight bodies to evaluate officer-involved shootings, critical incidents, and controversial tactical decisions. He created LAPD’s acclaimed Use of Force Report, a foundational document that continues to shape national standards for transparency and review. His operational leadership also drove the creation of LAPD’s Edged Weapons Protocols and the design of its Tactical De-escalation policy—integrating behavioral science, field tactics, and strategic restraint to reduce harm and build public trust.

 

With deep expertise in policy development, counterterrorism, tactical policing, and investigative review, John advises BBM’s public and private sector clients on navigating complex operational challenges and regulatory landscapes. A graduate of the West Point Leadership Program and the Major Cities Chiefs’ Police Executive Leadership Institute (PELI), he was named by PoliceOne as one of law enforcement’s 25 Best Leaders in 2025—a recognition of his visionary leadership, technical fluency, and enduring commitment to community safety.
